A safety lead opens the training file and finds a familiar problem: the team remembers the last class, but the record does not make the dates and required elements easy to prove. A wallet card or a class certificate may be useful evidence, but it is not the whole record required by the federal rule.
The governing source is 49 CFR § 172.704, the training-requirements section of the federal hazardous-materials rules. It does not treat every employee or every course as interchangeable. The employer must match the person’s regulated functions to the training blocks that apply, track the initial deadline, and keep a current record that can be produced when an authorized official asks for it.
