A caller reaches the office after dinner and asks whether the night ahead will bring a freeze. “It will be cold” is not an answer the CSR can use. The National Weather Service gives the desk two distinct ideas: a freeze is tied to air below 32 degrees Fahrenheit, while frost can form at a higher reading when the night is clear and calm.
That distinction matters because the caller may be asking about a greenhouse, a crop, livestock water, or a delivery schedule. The weather explanation belongs on the phone card. The account decision belongs with dispatch. Keeping those jobs separate makes the answer more useful and avoids turning a weather call into an improvised service promise.
