A cylinder that appears usable at the fill station may already require action under the hazardous materials rule. The calendar requalification date is not the only screen. Cornell’s published text uses an at-any-time standard for the listed damage conditions and for a loss of at least 5 percent of official tare weight. That makes the fill-station check a decision point before the cylinder is refilled or offered for transportation.
