A fleet manager sends a new driver to the DMV for a hazmat endorsement and assumes a knowledge-test booklet is enough. The entry-level driver training page, last updated Wednesday, February 4, 2026, says the ELDT regulations apply to those seeking to obtain a Class A or Class B CDL for the first time, upgrade an existing Class B CDL to a Class A CDL, or obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.
The H endorsement is on that list. A first-time hazmat endorsement after February 7, 2022, is an ELDT event, not only a 49 CFR 383.93 knowledge test.
