Does a Visual Tank Inspection Count as DOT Cylinder Requalification?

A routine tank check does not prove DOT cylinder requalification. Check the container and work done. Check the record of the authorized work too. PHMSA describes a separate approval process for visual-only cylinder requalification. PHMSA

Identify the work before choosing the record

PHMSA sets a marking rule for cylinders that pass external visual requalification. The marks must meet 49 CFR 180.213. The agency also has a locator for approved facilities for this work.

PHMSA says staff doing this work on DOT-approved cylinders need task-specific training. The rule is 49 CFR 172.704. Have your qualified reviewer check the work and proof. A filled app form does not grant approval to do the work.

Compare the labels in the app

Tank Spotter lists Visual Tank Inspection. That is a form name.

It also lists DOT Cylinder 5 Year Visual Inspection and 5 Year Requalification. These are separate form names. They do not set a due date for every container. Before you choose a form, have your reviewer check the tank and work rules.

For filing, we suggest naming the work each record shows. Which is a routine check? Which shows the authorized cylinder work? Keep the provider’s proof with the right cylinder record. Check what your setup can save and find.

Try the distinction with two examples

Ask to see a routine tank visit and an authorized cylinder-work sample. Can the office find the tank and work type for each? Can it find the proof? Do not rely on an “inspection complete” label alone.

Questions and answers

Does this page set a requalification deadline?

No. Have your qualified reviewer check the container and current rules. This page helps staff tell work records apart. It sets no test method. It makes no filling decision.
