The Crane That Sets Your Tanks Owes a Monthly Signature

Federal OSHA regulates the small crane on a propane service truck separately from the chassis under it and the tank on its hook. For a telescopic or stick-boom crane the rule is 29 CFR 1910.180; a knuckle-boom crane falls outside 1910.180's own definition and answers instead to the General Duty Clause, the manufacturer's manual and ASME B30.22. Either way, the machine owes a documented look at hooks, ropes and brakes on a monthly clock, and the paper has to be kept where somebody can find it.
A 500-gallon tank comes off the deck of a service truck in maybe ten minutes. The boom swings out over the yard gate, the tech walks the tank onto the pad, the sling comes off the lifting lugs, and the truck is rolling to the next stop. The container gets a paper trail on the way out the door — install sheet, leak check, container number, customer file. The machine that lifted it usually gets nothing.
That gap is where OSHA's crane rule lives.
Two rules, one truck
For the great majority of propane work, Part 1926 is off the table and the general industry standards govern — which puts a routine tank set on a telescopic or stick-boom truck crane under 29 CFR 1910.180, "Crawler locomotive and truck cranes" (eCFR § 1910.180); an articulating knuckle-boom crane does not fit 1910.180's own truck-crane definition, and its inspection duty in general industry rests instead on the General Duty Clause (OSH Act §5(a)(1)), the crane manufacturer's manual, and ASME B30.22 as the recognized consensus standard. The definition is what splits them. 1910.180 defines a truck crane as a rotating superstructure with powerplant, operating machinery and boom mounted on an automotive truck, and defines the boom separately, as "a member hinged to the front of the rotating superstructure with the outer end supported by ropes leading to a gantry or A-frame and used for supporting the hoisting tackle" — 1971 language, with one hinge in it and no powered elbow anywhere in it. The section also incorporates one design standard by reference, ANSI B30.5-1968, the safety code for crawler, locomotive and truck cranes; ASME B30.22, articulating boom cranes, came later, and 1910.180 has never picked it up. Reading those two anchors to put the telescopic and stick-boom machines inside the section and the knuckle outside it is our reading of the text, checked by our safety-code desk: OSHA has not said it in so many words, and we found no interpretation applying 1910.180 to an articulating loader crane, or any other general industry section to one — that is what our search turned up, not proof that no such letter exists. States that run their own OSHA plan, Washington and California among them, have their own crane rules on top of the federal floor. Operators who have heard of the stricter construction crane standard — 29 CFR 1926 subpart CC, with its operator-certification requirements — are hearing about a rule that, on the facts OSHA's letter describes, does not reach a routine tank set.
Subpart CC carves it out in its own scope language at 1926.1400(c)(17)(i): when articulating or knuckle-boom truck cranes transfer materials from the crane to the ground, without arranging the materials in a particular sequence for hoisting, the activity is not construction and Part 1926 does not apply. OSHA said so again in writing on June 27, 2016, in a letter of interpretation to Robert F. Helminiak, then director of regulatory affairs at the National Propane Gas Association (OSHA, "Clarification of whether the handling of propane tanks is considered construction"). The letter describes a narrow set of facts: containers of 2,000 gallons or less in capacity, delivered to newly constructed structures, lifted only high enough to clear the crane bed, set on the ground or a pad and not hoisted again, with the operator neither connecting the container to anything nor holding it in place in support of further work. Because osha.gov blocks our fetcher, read the letter yourself before relying on any one of those conditions.
Change those facts and the answer moves. A crane that holds a tank in position while someone makes a connection, or a set that is part of sequenced hoisting on an active construction site, is a question for your own safety counsel.
Frequent, periodic, and the month that does the work
Everything in this section and the next is written to 1910.180, because 1910.180 is the section with text. On a knuckle the paragraph numbers are not yours; the monthly look and the signed record still are — that duty runs through your manufacturer's manual, B30.22 and the General Duty Clause instead.
1910.180(d)(2) splits inspection of a crane in regular service into two classes and names their intervals outright: frequent inspection at daily to monthly intervals, periodic inspection at 1- to 12-month intervals or as specifically recommended by the manufacturer. Read alone, that sounds like a wide choice for a fleet manager.
Two other paragraphs narrow it.
1910.180(d)(6) requires a certification record made monthly on critical items in use — brakes, crane hooks and ropes. That record carries the date of inspection, the signature of the person who performed it, and the serial number or other identifier of the crane, and it is kept readily available. And 1910.180(g) treats wire rope as its own subject: a thorough inspection of the ropes in use at least once a month. That one gets a separate certification record — date, inspector's signature, a rope identifier — kept on file where it can be produced. The month arrives twice in the standard, each time with a named signature attached.
One more line in 1910.180(g) lands squarely on how propane runs a tank setter. Rope that has been idle a month or more because the crane was shut down or stored gets a thorough inspection before it is used again, and an appointed or authorized person has to approve it for further use. A second setter that has not left the yard since the spring install rush is exactly that machine. The first set of the fall push is not the time to discover a valley break — the one you cannot see from outside the rope.
What the monthly look actually covers
The periodic list in 1910.180(d) reads like a walk around the machine, and the ASME consensus standards fill in the detail — B30.5 for telescopic mobile cranes, B30.22 for articulating boom cranes. B30.22 is published as a companion volume patterned on B30.5, and the two run close enough in periodic content that one unified checklist serves both boom styles on a propane truck. We did not read either standard for this article — the unified checklist is our organizing choice, not a quotation of ASME.
In the order a tech actually moves: frame, pedestal, mounting bolts, welds, subframe attachment. Boom pins for wear, retention and lube; lift and extension cylinders for leaks; wear pads and nesting alignment; sheaves and drums. Hook latch, swivel, sheave grooves. Rope for corrosion, kinking, crushing and end-connection condition. Pins, bushings, bearings, gears, rollers, locking devices. Brake linings and holding power under load. Hydraulic level, leaks, hose abrasion. Wiring for damage, corrosion, moisture. Boom angle indicator, anti-two-block — the cutout that stops the hook block from being winched into the boom tip — overload protection, horn. Outrigger beams, cylinders, locking pins, float pads. Tires, because the chassis is part of the stability picture.
Four of those are measurements rather than judgments, and each one is a remove-from-service trigger on the form: a 15 percent increase in hook throat opening, 10 degrees of hook shank twist, a 5 percent loss of rope diameter, six broken wires in one rope lay or three in one strand. These are the thresholds printed on our inspection form, drawn from the removal-from-service criteria commonly published out of the B30 series; ASME's text is copyrighted and is not quoted here, and we did not read it. Before anyone relies on a number in the field, check it against the crane manufacturer's manual and your current copy of the applicable standard — the manufacturer's limit governs the machine in your yard.
Retention is the cheap part and the part most often missed. The standard itself names no retention period — 1910.180 says only that the certification record be kept readily available, and that the rope record be kept on file where it can be produced. The floor is therefore "produce it on request," which in practice means keeping it. The three-month figure operators quote traces to the construction standard, not to this one: 1926.1412(e)(3) requires that the documentation of a monthly inspection be retained for a minimum of three months — and that is the same Part 1926 the letter of interpretation keeps off a routine tank set. Our own inspection form prints a three-month minimum and recommends twelve months or the life of the unit; that is a practice recommendation, not a citation of OSHA. Pick a number, write it into your program, and hold it.
Three incidents, one machine class
Published investigation files on propane tank-setting cranes are thin. One is squarely on point. Two more involve the same machine class doing similar work, worth reading for the failure mode rather than the cargo.
Washington State, May 2010. The Washington State FACE program, which investigates workplace fatalities for the state and publishes its findings without naming the employer or assigning fault, reported the following. At a propane gas supplier's tank storage yard, a boom truck crane's boom contacted an overhead 7,200-volt line as the operator positioned for a lift. Current traveled down the boom to the truck and to the metal grating of the operator's station. A 40-year-old propane service technician was killed when he stepped from the station to the ground with one foot still on the machine, and a 25-year-old material handler who moved in to help him was electrocuted as well. The case is report 52-322-2015 (Washington L&I / NIOSH FACE; CDC Stacks).
Inwood, Manhattan, January 9, 2024. New York City Department of Buildings inspectors determined that a knuckle boom truck was lifting a load of plywood on the second-floor deck of a 17-story building under construction at 3880 Ninth Avenue when the truck's boom came down. Five people were hurt, three seriously. DOB said weather was likely not an immediate factor and issued a partial stop-work order; the reporting we have names no cause, and we are not suggesting one (Gothamist; CBS News). The load was plywood, not a propane container, but the machine is the articulating boom crane covered by ASME B30.22 — the same standard that covers the knuckle on a tank setter.
Minnesota, FACE report dated April 29, 1994. Not a propane incident: the load was building materials, and the machine was a flatbed with a two-section loading boom rather than a tank setter. It is here for the stowage-and-travel failure mode, which is identical on a propane truck. Minnesota's FACE investigators reported that a 23-year-old part-time delivery driver was electrocuted after the partially stowed boom contacted a 40,000-volt line while he drove between pickup points. The boom sat in an inverted V with its elbow roughly 30 feet up. He heard the bang, stopped, stepped out of the cab, and was killed when he touched ground while still in contact with the metal frame of the cab-mounted ladder. Investigators recommended booms be fully lowered and secured before a boomed vehicle is moved, and that manufacturers build interlocks preventing travel with the boom up (CDC Stacks, MN FACE).
Three files, three different loads, and two systems recurring across them: stowage and clearance. None of the three investigations identifies a missed inspection as a cause, and the two electrocutions would not have been caught by a hook measurement. What they share is a machine whose condition and position were load-bearing at the moment it mattered — which is the case for the monthly look, not proof of it. What the files do show is how little margin a boom truck leaves once it is out of its stowed position.
What the insurance side does with the paper
An insurer does not need a regulation to care about a crane record, and at least one that writes propane and petroleum accounts publishes its own guidance saying so.
EMC Insurance, which publishes a loss-control library for petroleum marketers and LP-gas dealers, tells readers in its crane tech sheet to inspect monthly as a best practice, keep a record of the inspections and their results, and use its downloadable report form to document them (EMC Insurance). That sheet addresses overhead and gantry cranes, which sit under a different OSHA section than truck cranes, and EMC has published nothing we found about truck cranes specifically. We cite it for one narrow thing: an insurer writing this industry put "inspect monthly and keep the record" in print on its own letterhead.
The mechanism that brings it to your yard is the loss-control survey. A field representative comes out, reviews operations, safety programs and training, maintenance procedures and loss trends, and asks for documents to be available. Then comes a written list of significant recommendations the insured is expected to answer with a plan (EMC, "How to Prepare for a Loss Control Survey"). Butane/Propane News, in its reporting on propane hauling insurance, says underwriters are sharpening their focus on safety and documentation as propane applications multiply (BPN).
A signed monthly sheet with a date and a crane serial number answers that conversation on the spot. A binder with a gap in it is a different conversation.
How the work got mechanized
Tank setting used to be muscle and leverage: planks, rollers, a winch line, a tilt bed, an A-frame, and a good eye for where the weight was going. Hydraulics turned it into a machine problem. Telescopic boom trucks came over from utility and building-supply work, and articulating cranes followed. That is why a propane truck today reaches over a fence line instead of driving around to the other side of it. Fisk Tank Carrier, which builds propane trucks, makes the case for the knuckle in its own buyer's guide: the articulated arm gives the operator more control placing a tank, and the tank can be set without repositioning the truck (Fisk Tank Carrier). Every bit of that added reach is added leverage on the pins, the pedestal and the rope.
SIDEBAR — The three crane trucks at a glance
Boom truck (truck-mounted telescopic crane). A rotating crane on a pedestal behind the cab with a straight boom that extends in nested sections, usually over outriggers, with a winch line and hook block running over a sheave at the tip. Nested sections mean its reach changes with how far the boom is run out, and it has to be parked with the lift in mind, because the boom moves in one line from where it is pointed. Governed by ASME B30.5, mobile and locomotive cranes.

Stick or straight boom (stiff boom). The same family with the complexity taken out — a fixed-length or short-telescoping straight boom, no knuckle, often a simple winch and hook for moving containers from the deck to the pad. Cheap to buy, easy to train on, hard to bend. It asks more of the driver at the stop, because placement comes from where the truck sits as much as from the crane. Also a B30.5 machine.

Knuckle boom (articulating or loader crane). Two or more boom sections joined at a powered hinge, so the arm folds like an elbow instead of sliding in a straight line, and stows compact behind the cab. Usually run from a radio remote, which lets the operator stand where the tank is going. Governed by ASME B30.22, articulating boom cranes — modeled on B30.5, with periodic-inspection content close enough that one checklist serves both. This is the machine 1910.180 does not reach, as we read its text: it fits neither the section's single-hinge boom definition nor the B30.5-1968 design standard 1910.180 incorporates, so in general industry the knuckle's inspection duty rests on the General Duty Clause, the manufacturer's manual and B30.22.

How Tank Spotter records the monthly inspection

Using it does not make an operation compliant, and we do not represent it as a substitute for your own reading of the standard or for a qualified inspector's judgment.
The header auto-fills a standard reference line. In the prototype as it stands, that line prints 29 CFR 1910.180 for the crane and ASME B30.22 and B30.5 for the boom — correct for a telescopic or stick boom, and wrong on the 1910.180 half for a knuckle, where the section does not reach the machine and the General Duty Clause, the manufacturer's manual and B30.22 carry the duty instead. That line should print by boom type. Unit identification captures truck unit number, date, crane make and model, crane serial number, boom type as Knuckle-Boom or Telescopic, engine hours or mileage, location, and the inspector or designated person. A read-only prior-inspection card shows the last inspection date and any deficiency still open from it, so the thread between months is on screen instead of in a filing cabinet.
Eleven checklist sections follow the walk-around, Structure & Mounting through Tires/Chassis Interface, each item taking S, U or N/A with a live per-section tally. A "Mark all Satisfactory" sweep sets a clean machine to S and stays overridable item by item. Marking any item Unsatisfactory opens a note field and a camera attachment on that item.
The measurements sit where they belong. Hook throat opening change and shank twist are in the Hook & Latch card. Rope ID, diameter reduction, broken wires per lay and broken wires in one strand are in the Wire Rope card, which is set apart on the form and captioned to 1910.180(g). Cross a printed limit, or mark any Safety Devices & Aids item Unsatisfactory, and a red remove-from-service banner appears under the header and again directly above the sign-off, with a required acknowledgment checkbox. Submit stays disabled until that box is checked and both sign-offs are done.
Other Unsatisfactory items do not block submit; they go to the deficiency log with item, description, corrective action, date corrected and a re-inspected checkbox. Two signatures close it, because the standard names a signature in two places: the periodic inspection sign-off by the designated person, and a separate wire-rope certification sign-off captioned to 1910.180(g). The retention note stays on the form rather than hiding in a modal — minimum three months, recommended twelve months or life of unit.
None of that makes a crane safe. A clipboard records the same facts, and a tech who skips a measurement skips it on either one. What changes is whether the record exists, whether last month's open deficiency is in front of the person doing this month's look, and whether a machine over its printed limits can be signed off as satisfactory at all. Pull one crane truck out of the yard this week, measure the hook throat and the rope diameter, and write both numbers down with the date and your name. That one sheet will tell you whether your fleet has the record somebody is going to ask for. Module details are at tankspotter.com.
